Indian children law signed 30 years ago

30 years ago Wisconsin signed a law in which Indian children who needed put in foster care that they would give the indians jurisdiction over their kids .
In other words if their was another Indian couple who wanted to run foster care they could . Children would be placed with other indian families over white or non white foster families if they were available and they are now looking at ways to implement this . Why did this take so long?
At this time they wanted the native american courts to decide who had custody of the children .
